What this site covers

Two paid advertisements frame everything here. The industry bought the first in January 1954. A federal court ordered the second, and the companies bought it in 2017. The sixty-three years between them, and the rules written since, are the subject.

The domain carries the name of a parody brand. Shards O' Glass Freeze Pops was a fictional product sold by a fictional company, made in 2004 by the American Legacy Foundation, which is now called Truth Initiative. This site is not that organisation and has no connection to it; the campaign is described here as one of the documented objects the subject contains.

The five sections

Freeze Pops holds the campaign this domain is named after, the foundation that made it, and the two advertisements the whole site turns on.

The Papers holds the instruments: the 1998 settlement, the 2009 Act, the 2006 judgment, the warning-label rule, and the discovery archive at UCSF. It divides into the settlements, the rulings and the rules.

truth® holds the campaigns as objects with makers and dates — truth®, the CDC's Tips From Former Smokers, Stoptober, Australia's standardised pack.

Tips holds the record: the 1994 testimony, the racketeering findings, the state excise schedules, the shipment volumes.

The Packs holds the rules proposed since 2009 and exactly where each one stopped.

Every figure has a source in the sentence

Rules are cited by their Federal Register docket, judgments by their court record, figures by the agency series they come from. Where a page pulls a docket number or a statutory section out of the prose, it sits in the margin beside it.
